He intends to reduce the temporary resident population by five percent over the next three years.
Canada has experienced a significant increase in temporary residents, and Miller has previously stated that the country has become reliant on temporary workers.
“Changes are needed to make the system more efficient and more sustainable,” Miller told a news conference.
“There should be an honest conversation about what the rise in international migration means for Canada as we plan ahead,” he added.
The initial targets will be set in September, and Miller plans to hold a meeting in May with provincial, territorial, and federal ministers to discuss setting these levels.
