Canada Enforces Health Act to Ensure Free Access to Medically Necessary Services

In a recent announcement, Mark Holland, Minister of Health, highlighted the government's commitment to providing equitable access to medically necessary services without financial barriers by enforcing mandatory Canada Health Transfer (CHT) deductions. These deductions, totaling over $79 million, are a response to charges levied on patients during the 2021-2022 fiscal year for services that should have been accessible without out-of-pocket costs under the CHA.
 
The CHA Reimbursement Policy, introduced in 2018, plays a pivotal role in this enforcement. It ensures that when provinces and territories take measures to eliminate patient charges and address the underlying issues, they receive reimbursement for the mandatory deductions. This policy not only deters inappropriate charges but also incentivizes provinces and territories to adhere to the principles of the CHA.
 
The collaborative efforts between the federal government and the provinces and territories (PTs) have shown positive results. British Columbia, Alberta, Manitoba, Ontario, Quebec, and Newfoundland and Labrador have received reimbursements totaling over $90 million under the Reimbursement Policy. These reimbursements acknowledge the steps taken to protect patients from undue charges and to enhance universal access to health care services.
 
Canadians expect their governments to work together to provide timely access to health care services. The federal government's ongoing commitment to collaborating with provinces and territories ensures that all Canadians have equitable access to medically necessary care, regardless of their financial situation. Mark Holland emphasized that the government will continue to protect Canada's public health care system and ensure that no Canadian has to pay out of pocket for medically necessary services covered under the CHA.
